Homeowner Assistance Fund (HAF)
The federal Homeowner Assistance Fund, administered in New York by the state, provides grants to homeowners who experienced financial hardship during or after the COVID-19 pandemic. Eligible expenses include past-due mortgage payments, property taxes, homeowners insurance, and utility bills. The program does not require repayment — these are grants, not loans.
Eligibility is based on household income (generally at or below 150 percent of area median income) and demonstration of financial hardship. Application is through the New York State Homeowner Assistance Fund portal. A HUD-approved housing counselor can help you determine eligibility and complete the application.
Property Tax Relief Programs
New York offers several property tax exemptions that can significantly reduce your tax burden. The STAR program provides a basic exemption for all homeowners and an enhanced exemption for seniors. Additional exemptions are available for veterans, persons with disabilities, and seniors meeting income thresholds.
If you have not applied for these exemptions, you may be paying more than necessary. Some can be applied retroactively for a limited period. Contact your local assessor's office to learn which exemptions you qualify for.
Free Housing Counseling
HUD-approved housing counseling agencies provide free, confidential guidance to homeowners in financial difficulty. They can review your finances, explain your options, help you apply for assistance programs, and negotiate with your mortgage servicer. In New York, the Homeowner Protection Program (HOPP) funds a statewide network of counselors.
